Elaine Harvey was born in Balclutha and raised in Christchurch. She shifted to Dunedin in 1990 to study at the Otago Medical School. In her final year of study, she took an elective in Papua New Guinea for four months, gaining valuable experience in Tropical Medicine.

Graduating in 1994, she spent the next two years at Dunedin Hospital working in a variety of areas including cardiology, neurosurgery and orthopaedic surgery. In 1997, Elaine travelled to the UK, working for a year in England as a senior house officer [SHO] in both A&E and paediatrics, then six months in Scotland as SHO in obstetrics and gynaecology.

Elaine joined the Mornington Health Centre team in 1999 initally as a GP Registrar, then long term locum, becoming a partner in the practice in 2006. Prior to this she spent several years working in Dunedin and the UK with special interest in the areas of child of child and womens health.

Elaine currently works three days per week at Mornington Health Centre juggling this with raising a young family with husband Alister. They have 3 young children. Her special interests include music (playing cello in Southern Sinfonia) and the outdoors (especially tramping)
